I travel a lot to Asia for work but not much lately, though one trip to Japan at end of January. No travel to China, in fact a big Exhibition we go to in Shanghai in April and the Formula 1 races are canceled. I keep up with the news very closely over that side of the planet. A good site for checking details is:

https://www.worldometers.info/coronavirus/

My question is: Any discussions / issues / concerns on any of this in the Islands?

Has travel dropped off any?

I look at the news from the "Islands" and I have not seen any of this going on, hope it stays that way.

As of now, the only big news has been cruise ships denied coming into port, mostly with false suspicions. The BVI refused to allow a cruise ship to dock a day or so ago, which subsequently docked in St Maarten.

It’s on the radio here all day and in the news web sites. The Costa ship was not allowed because some passengers had flown directly from Italy to start the cruise. In addition, there is a person (local, I think) quarantined at the hospital while lab samples are sent to Trinidad. Look at Facebook BVI (I don’t know how to cut and paste on an iPhone).

Beach, sun, sand, water and an adequate dose of pain killers is a good home remedy for any ailment!

The good news is that warm weather, sunshine, and humidity helps to reduce the spread of virus such as C-Virus.

we're coming out soon I'm looking forward to lots of cold Corona, PainKillers & Anegada lobster, imo the spread of this virus is now unstoppable so they might as well let it run riot, do what it has to do & move on.

A little side bar to the silly habit of lime and Corona. When we first went to Baja, Mexico to surf in the 70's we first came across Corona and baby Coronitas beer..much better tasting than that "stuff" they now make especially for the US market. The bottling was notoriously bad and the caps left rust around the lip of the bottle...servers would give you a lime to wipe off the rust..then someone decided to jam the rusty lime into the beer..go figure! Anyway..back to the more serious subject. I hear there is one only possible case her in the BVI's and samples are in Trinidad being tested as we speak. Hope for the best.

Any rumors on travel restrictions or bans for BVIs? I have a charter at end of April and still plan to go if allowed.

No need to debate whether it's stupid or being blown out of proportion, just looking for facts.

No restrictions at the moment. The BVI is cash starved. I doubt you will see any customs issues.

My charter starts May 2nd and we are still on at this point.

Life should NOT be a journey to the grave with the intention of arriving safely in an attractive and well preserved body, but rather to skid in sideways - beer in hand - body thoroughly used up, totally worn out and screaming, "WOO HOO, What a Ride!"

April 18-27 land based. Still going as of now. Flights and where I am staying are refundable. I will decided that week based on how things stand at that time. Its a very fluid situation. If I do not go I will reschedule. For me its not so much a worry about getting sick, its more about being a possible carrier and spreading something I do not know I have and also getting stuck or quarantined. I would reschedule for early summer...late May or June.

I would say that the islands definitely are safer than the DC area, it's just getting there! Air travel is such a PITA in general these days, even without corona fears..

Agree...We have a JetBlue direct flight from DCA to SJU and the Island Birds Charter SJU to EIS which takes the bite out of the travel to some degree...

I just had a group of 12 cancel. Some were doctors who could not leave their post. others decided to cancel. I am staying in the BVI till this ends. I understand that some billionaires are coming to the BVI to wait it out.

Agree, not worried about the BVIs more worried about the airports. Have to transfer through Dulles and then to San Juan to Tortolla. Hand wash, disinfect and keep hands out of eyes, ears mouth and nose!!!!

Dave, there is lobster, and then there is a different lobster. Spiny lobster is a completely different critter from Atlantic lobster. Here in Maine, the price of lobster sure hasn't dropped.

GOVERNMENT OF THE VIRGIN ISLANDS ISSUES QUARANTINE ADVISORY

Thursday, March 12 – The Government of the Virgin Islands has implemented increased border control and quarantine measures for travellers entering the Territory based on assessment of risks, vulnerabilities and capacities in response to the coronavirus disease COVID-19.

This was done preceding the World Health Organization (WHO) declaring the COVID-19 a pandemic today, March 11.

The Ministry of Health and Social Development is hereby advising the public that any national or non-national with a travel history within the last 14 days from an affected area*, whether in transit or originating, or has been in close contact with a suspected or confirmed case of COVID-19 within the last 14 days, may be subject to quarantine on arrival in the British Virgin Islands for up to fourteen (14) days even if they do not exhibit symptoms of COVID-19.

All travellers entering the BVI (including BVI citizens, permanent residents and their immediate family) will be subject to screening and passenger tracing at ports of entry; and may be subjected to clinical examination and quarantined for up to fourteen (14) days, as deemed necessary, in accordance with the Quarantine Act, 2014.

During quarantine, persons will be monitored for the development of signs and symptoms consistent with COVID-19 by a designated health officer. Travel outside of quarantined premises and direct contact with anyone other than medical personnel will be prohibited or restricted.

These measures are being taken to avert the introduction and active transmission of this disease in the British Virgin Islands, thereby safeguarding the health and wellbeing of all residents and visitors and will remain in effect until further notice.

At the bottom of the press release:

* According to the WHO, “affected areas” are considered those countries, provinces, territories or cities experiencing ongoing transmission of COVID-19, in
contrast to areas reporting only imported cases.

Certainly some cities in the US. I would think Seattle and NY for sure.

Clarification of "affected area" would be helpful!!!

I just sent an email to the address on the press release to see if they could clarify * affected area. We'll see if they respond.

They appear to be using the WHO definition. Not sure how that will be applied.

Here is the WHO link that supplied the definition but I don't see a definitive list.

Reply I agree; they need to specify from which countries travelers will have to "self Quarantine" Here is the definition from the above link:

“Affected areas” are considered those countries, provinces, territories or cities experiencing ongoing transmission of COVID-19, in contrast to areas reporting only imported cases.

Here is the daily situation report link that lists the countries, provinces etc and whether transmission is local or imported.... Table 2

https://www.who.int/docs/default-so...sitrep-51-covid-19.pdf?sfvrsn=1ba62e57_8

So if the states blow up in case numbers and I am travelling through Washington from Ottawa what do I do?

jeez!

Table 2 shows the United States as having "Local Transmission" cases which should imply any traveling thru or from the United States is subject to 14 quarantine. I would think they would need to get more specific but I don't know how they will handle it.

Right, if the criteria is 'local transmission', that definitely includes the US.

Life should NOT be a journey to the grave with the intention of arriving safely in an attractive and well preserved body, but rather to skid in sideways - beer in hand - body thoroughly used up, totally worn out and screaming, "WOO HOO, What a Ride!"

Awesome! Thank you. We are leaving for a 9 day charter form Minnesota on Tuesday and this is very helpful.

The CV is going to rock the islands like Irma without the physical destruction. Within the next week the problem won’t be getting into the BVI but getting back into the US without a 14 day quarantine. We are in for an unprecedented rough patch.

Has anyone talked to any charter companies on cancelling/postponing because of CV? We have a charter booked with Navigare for 3/19-26. I haven't contacted them yet but would hope they would consider CV and objective reason for cancellation.

As of now we have not cancelled anything, but will have to make a decision soon.

5) CANCELLATION
If the Charterer who has made a reservation, makes a cancellation more than 120 days prior to embarkation – cancellation fee of 500 EUR applies. If cancellation occurs 119 to 60 days before embarkation, NY has the right for the retention of 50% of the charter fee. If cancellation occurs 59 days or less before embarkation, NY has the right for the retention of 100% of the charter fee. If the cancellation is due to objective reasons (death in family, heavy injury etc.), paid price will not be paid back but NY will give the Vessel at the Charterer's disposal in another free period of time or within the next sailing season, but in this case NY has the right to charge Charterer with administration and other objective costs. In any other case, NY is not obliged to return the Charterer amount paid in accordance to this Contract.

Just got here(Tortola) yesterday. Thought the REQUIRED hand sanitizer before walking into customs building was a nice touch. smile

Not to make fun of those affect but I wouldn't mind if the US canceled my flights back for a couple weeks.

No word of any cases on the island but I expect it's coming, seems like the worst places to be though are airports. Traveling with sanitizer and washing a lot and hopeing for the best.

I agree on not the worst place to be stuck, and think a boat by ourselves is a great way to not catch the virus.

I'd be more concerned about any panics or disruption to food, supplies, etc. on the island.

I guess in a worst case scenario, St Thomas (or even Puerto Rico) are easily reachable by boat...

I'm booked with CYOA on May 2nd. They are letting us postpone and we will receive a voucher for the charter fee that's good for a year to rebook. Hoping it doesn't come to that.

It would be important to know FOR SURE prior to boarding a plane for BVI.

Actually, I was aware of the current list. My concern is that if a person has a reservation in a week or a month or three months, is the list going to be updated daily and published so that appropriate cancellations can be made?

We just cancelled our March 15 charter with Horizon. I asked about refunds, postponements etc. And was told none were available. If other companies are offering some sort of credit it would certainly make me take a close look at them for future charters. Over the past 15 years we have only chartered with Horizon in the Caribbean.

Trip is officially cancelled with one of our crew coming from BC--which just put in new travel restrictions to the United States.

We booked through GlobeSailor so I reached out to them first and asked they contact the charter company. They said most likely we would get a voucher to be used at a later date, but did not confirm.

Not sure what MAY means in this release. “on arrival in the British Virgin Islands, MAY be subject to medical or public health investigations"

We'll be coming from Colorado mid April (via Florida and San Juan). Colorado is on the High Risk list...

Talked to Moorings today and they said as long as I cancel greater than 15 days out and book before Sept 30 the credit will transfer...

I told them I usually head out 2nd week Oct as well and they said they would have to make an exception

Virgin Gorda Airport is now closed due to the virus. Our flight home tomorrow has been moved to EIS. Just need to catch the 1030 am Speedy’s ferry to Trellis. Was looking forward to a bit more time on the beach tomorrow morning before our flight.

Can those leaving VG or arriving let us know how things are please. We are suppose to head down on the 7th...just got the email about our cape air flight to VG being changed because of the airport closure...just don’t know if we are being stupid even considering flying...will they let us in from New York? Thanks for any insights.

We arrived last Friday on VG with no issues. Now they are screening people as they come in from what recent arrivals say. No flights in/out of VG for now as they are doing screening at EIS. Like I said above, we are taking the ferry to EIS in the morning. Lines on VG for gas and provisions were nuts tonight (at least at the rite way that we drove by). One gas station was out, causing the rush at the other. Maybe it was pay day and not the virus. Didn’t stop the large tent revival that was going on in town. The place we stay has had about 50% cancellations so far. A real kick after Irma, it you have to do what’s best.

The above list is only enhanced screening not instant quarantine.

The Beautiful BVI
Ahoy Captains,

Hopefully this information is Helpful -

Th BVI Gov has Wisely Halted the arrivals of Cruise Ships for 30 Days
https://bvi.gov.vg/media-centre/temporary-halt-cruise-ship-calls-bvi
The BVI Gov has Wisely Reduced the Points of Entry to the BVI
https://bvi.gov.vg/media-centre/bvi-ports-processing-vessels-arriving-foreign-ports
For those of you Escaping to the BVI, the BVI Gov now has 2 Levels regarding Health Standards for Arrivals , #1 is Countries of Special Interest , #2 is High Risk Countries.
https://bvi.gov.vg/media-centre/revised-bvi-quarantine-advisory
https://bvi.gov.vg/sites/default/fi...cial_concern_and_high_risk_countries.pdf
#1 Is Nope for Foreigners and Quarantine for Locals.
#2 Is Yes if You and your crew are all Healthy. Health Screening at the Port of Entry and either Welcome to the BVI, or, a 14 Day Quarantine.
Please consider arriving with a Hard Copy of a Covid-19 Negative Test within 48 Hours prior to your arrival to expedite the Screening.

I am Biased, but please consider that Lounging on a Yacht in the BVI is quickly becoming one of the Safest Places in the World for the next few months?

Fair Winds, Brent from The Captains Compass.

So countries of special interest are no entry and

High risk countries are ok if you are healthy...extra screening?

How do we get a hard copy of a negative test when people who need to be tested can’t get one done?

Its not lounging there that is an issue...it is getting there. Its not like I can go down to a CVS 48 hours before flying and get my crew of 8 and myself tested...and I have to cancel within 15 days of chartering to get credit...

And the list of countries/states for BVI entry is very fluid...even though Virginia is where I live I fly out of DC

And they could change their policy to mandatory 14 day self quarantine as New Zealand just did

And hope that JetBlue doesnt cancel my DCA SJU flight

And hope that BVI's overbearing C&I people dont unnecessarily quarantine 1 of more of my crew (or me as Captain) for 14 days...

I also imagine by May, BVI will have a positive case of Coronavirus as USVI now has 1.

Macaroni - COVID-19 tests are generally available outside of the USA, which is known to have some serious issues at present in getting tests done. But what sucks is that despite having a negative result I can't head back to the BVI and the boat at present, since I'm coming from Germany and the BVI has prohibited me from coming in, test or quarantine notwithstanding.

I'm in the same situation. My charter is April 24 and flying out of DC. It's not like we know the future, especially with this scenario to give advance notice.

I have every intention of going, but how we control what the US or BVI governments do? People are paying between 4-12k for charters and could lose it all.

From what I have heard talking to guests is that the entire United States is now being considered a "High Risk" area by the BVI government. This means that when you travel to the BVI from the US you are subject to additional screening. So far, this screening simply consists of questioning and filling out a questionaire regarding recent travel experience. "Have you visited China?", "Have you visited Italy?", etc. The Government Press Release says that they can take any Resident or Non-Resident into a 2 Week Quarantine following this screening if they do decide so. But I have yet to hear of this happening to anyone.

The screening procedure (as of yet) has not involved taking a temperature or a medical screening by nurse/doctor.

Regarding the 14 day quarantine - If you arrive on a private vessel or charter boat from USVI to BVI and then somehow don't pass the questionnaire, I sure hope that you would be allowed to return to your vessel and immediately depart the BVI instead of being forcibly placed into a 14 day quarantine.

FYI, Cape Air met us at the ferry dock in VG and gave us vouchers for the ride over to Trellis. No issues with customs and immigration at SJU.

Be aware people, that the St. Maarten government is prohibiting ANY flights of inbound passengers from either the US or Europe, as of March 17, for at least two weeks. Tourists that are currently on island have no idea when they will be able to get home, unless some airlines send down empty planes to pick them up. Food for thought...

food indeed; we're due out on the 20th, planning to delay final decision till the 19th but that decision may well be out of our hands by then.

"additional screening" by the arbitrary and capricious C&I officials - not for me.

We are heading down May 2and. Fingers crossed things relax a bit by then.

Life should NOT be a journey to the grave with the intention of arriving safely in an attractive and well preserved body, but rather to skid in sideways - beer in hand - body thoroughly used up, totally worn out and screaming, "WOO HOO, What a Ride!"

We are due to fly in on the 28th March. it is looking increasingly unlikely as either the UK will be on a list of high risk countries and I don't fancy being quarantined in a repurposed naval vessel (which is what the BVI premier is asking the UK govt for), or the UK will have gone into full lockdown by then.

Isn't there a Chinese curse that goes "May you live in interesting times..."? Oh, the irony. duh

Stay safe and socially isolate responsibly, fellow travellers.

I am reading that the airports are getting overrun with frustrated passengers waiting hours for check in etc. Is this not time for Trump to order out the National Guard to help out at the airports to help alleve, soothe the problem?? Is this not what a competent President does..and should have done about a week ago?? besides..I thought the idea was not to get into crowded situations..have the you seen the pix of people jammed against each other? This is a national disgrace.

I got this email from guests who arrived yesterday: "We came to the BVIs yesterday our crew today. No real issues as we are all US citizens coming from the US with no international travel within the last 14 days."

I saw this too. Was this issue caused by the travel ban to Europe and American's returning to the States?

Update from New York Times regarding Puerto Rico just now:

RIGHT NOW: Puerto Rico is closing all businesses except supermarkets, pharmacies, gas stations and banks and is instituting a curfew from 9 p.m. to 5 a.m.

I can only imagine this also means closing airports. No time frame for when this goes into effect.

Just wondering Mal, how would that alleviate the problem? Can the NG check people in, find them new flights, take over TSA (since they are not trained for that), make people leave the airport?

Trump tried to restrict travel from China in December but could not get the permission from Schumer and Pelosi. They called him a racist Etc.
Remember the Swine flu under Obama where 70 million were infected, 300,000 hospitalized and 17,000 deaths and non of the news programs said anything about it.
Trump is doing very well and in no way disgracing our nation.

I would suggest if folks want to get into the politics of this (and that it fine by me) start a new thread! Let's keep this one on topic. Pretty Please. We are scheduled to leave a month from today and trying to figure out just what to do. There is some great information flowing here and helping us assess our trip.

Cheers,

Absolutely agree. I am leaning on this board to help me decide if I’m going to make it down there in May. You all have been very informative in a situation that seems to change by the hour. Please keep that part going.

Even though BVI mimics US "screening and quarantine" policy, the BVI does not have ability to house and quarantine even a few dozen people. So the ferry being unloaded is not going to be directed to a Quarantine Building. If overtly sick(fever), you may be denied admission (and sent back on next ferry?).
Quarantine could be potentially, go directly to your villa/charter boat and do not go to shops/bars/restaurants, etc

Or am I wrong about the BVI Quarantine capabilities?

I do not think you are wrong at all. I do have yet to hear of anyone arriving to the BVI actually being quarantined. I have, however, heard 2 rumors of possible quarantine locations:

1.) The old Peebles hospital
2.) The Premier allegedly asked the UK to have access to a Navy ship which they could re-purpose as a quarantine location

Again, just rumors and I have no facts or articles to back these up.

Rumors and no facts is how the BVI government functions. Nepotism and laziness rule in all government departments. Someone connected will find a way to monetize this disaster to the detriments of the good citizens. And be clear this Corona is going to crush the BVI economy like Irma except for the lack on physical damage.

in my humble opinion, after spending 2 months yearly since 1981 in the BVI and living in California, there is no way I'd travel to the BVI until this situation resolves. A close friend just competed in the Caribbean 600 and upon his return in his sailboat, to Miami was held off for two days while he was cleared. Can you imagine what the customs in the BVI might do when during normal times it might take that long to clear into BVI.. LOL

Wow...that was very well written and is a tough call to make. In Illinois, as in other states, they have shut down bars and restaurants until the end of the month. Miami just closed their beaches until April 12th. While nobody likes this, that old saying an ounce of prevention is worth a pound of cure comes to mind. Be well everyone.

Having a horrible mental image of the charter boat briefing that includes a Q flag.

We are supposed to fly March 26..St Thomas, Philadelphia San Francisco on AA. If anyone hears any pertinent news we'd be very grateul..impossible to get anything out of AA but, at the moment, it looks like a go. What we dont want is to leave CRC and get stuck on the way back! We can stay here and damn the tax filings! Any news from fellow TTOLers would be greatly appreciated.

Mal--If it were ME, I'd get my butt to STT and then back in the US, ASAP. Based on what is happening in St. Maarten, where they are probably closing all bars and restaurants, both sides of the island, as of today, and AA is suspending ALL flights in and out of SXM through May 6, who knows what will happen there..

For anyone still planning on travelling, Puerto Rico airports are still open as of last night. See attached photo. Additionally, at this time no BVI bars, restaurants or hotels have closed.

Rumors have it BVI schools may be closing, however. And I would not be surprised at all to see some BVI resorts/restaurants closing in the next couple weeks.

Mal,
You should check with someone more knowledgeable
about taxes (that would be anybody), but I think the government
is waiving penalties for late filing.

Eric prepares taxes and as of NOW, there is no waiver of penalties for late filing of taxes. But that should be the least of anyone's worries.

I was advised by a friend who lives on Roatan that effective this afternoon the island is on 'lockdown' and no one will be allowed entry on the island for the next two weeks (initially). He doesn't know of any current cases of COVID-19 on the island, this apparently is to stop the tourist traffic until the situation settles down. I suspect the decisions are fluid (good word) at this time, but thinking it might be an indicator for other tourist destinations?

Family and I were scheduled to fly to Roatan today for a week. Thankfully decided to heed the warnings from our Federal government and Cancel our trip. Sure glade we did.

Now I have to decided what to do about our May 2nd trip with DYC. Our last payment for the boat is due this week. I am concerned that an event like this could be catastrophic for the charter industry. Not sure is I deposit the remaining balance if there will be ability to get back if things are shut down for 8 - 12 weeks.

As of this point I completely expect our trip May 2nd to be postponed..... This event is the definition of force Majeure. Still may end up losing the deposit...

Getting real everyone stay safe and healthy.

By way of update, Horizon has come through with a very generous postponement arrangement. I am very grateful to them as these are indeed difficult times all around.

Inter Island Boat posted to Facebook this morning that arriving folks by sea can ONLY clear-in to the British Virgin Islands at West End or Road Town. No Jost Van Dyke, Virgin Gorda, or Anegada.

I ended up delaying my April 24 charter with Sunsail. I was able to reschedule it to the end of June without penalty. Hopefully this situation is resolved by then.

I really didn't want to reschedule, but I wasn't about to risk being put in quarantine and losing all my money.

I see today Trump has asked the IRS to move tax filing deadline to July 15th and to waive any interest and fees for late payment.

No official word from the Treasury Dept yet, we were hoping for that today. If and when they do everyone seems to be expecting June or July 15. But Mal, this is specific to you/other CA filers;

Mnuchin's press conf this morning would have been a great time to announce any extended filing dates but that didn't happen. They did announce individuals can defer payments penalty & interest free for 90 days if owing $1,000,000 or less, but not many additional details on that either.
