Even if the JetWays get done on time, will there be an open terminal to connect to? Not likely.

Maybe the upstairs isn't open because there are no Jetways. No point in having people go all the way upstairs, when they would then have to bring them back down again to the ground floor to actually board the airplane from the apron!
