Assuming (and I hate to do that) you are talking about Heineken Regatta....all the information you need is HERE. The beach parties are open to everyone but there are some VIP parties, tours, etc. that take a special ticket at extra cost. One of the main things is to allow extra time, especially when going through Simpson Bay as there are extra and extended bridge openings.

Pretty much the parties are all open and free, unless you want VIP treatment. Just buy drinks and food if you want it. Parking, depending on the area, might cost also. Spectator boats are probably full now. Sunday night is the biggest night and is in Simpson Bay on Kim Sha Beach. Friday (and usually Saturday also) is a good day to watch the boats while at many of the island beaches.

I saw an ad in the Daily Herald, talking about some VIP pass for $75 Saturday night and $100 Sunday night, but don't really know anything about it.
As JD said, the biggest problem, if you're not in walking distance, is parking. Otherwise, just hang out on the beach and enjoy for the parties. It appears on Friday during the day they will be having some festivities on the Boardwalk in P'burg, so those might be fun to check out also. And be sure to watch some bridge openings, especially the evening bridge openings, in Simpson Bay and watch the crews come back in.
