Uh.. Jewelry stores are robbed on Front St. at 10:30 in the morning on cruise ship days and now someone thinks adding lights are going to rectify this problem?

Sorry, I would say it is REACTIVE. Proactive means you do something prior to the need for action.

A proactive approach focuses on eliminating problems before they have a chance to appear and a reactive approach is based on responding to events after they have happened.

Maybe reactive because something already happened but they are being proactive to help prevent another tragedy. Bottom line is that they are doing something.

Street lights are very important and I hope Gebe continues to repair all the street lights still damaged from Irma which is 50% of the Dutch side including my neighborhood.

Maybe the biggest benefit to enhanced lighting is that any video surveillance will be much improved.

I have to say it is a little of both. Reactive due to the situation but proactive with the hopes that it won't happen again!

It's no different here in the states. How many times have people written to or attended local government meetings to request a traffic light at specific intersection because there have been many near misses and/or minor crashes only to be denied. That denial changes after there is a serious crash with death involved. There are also neighborhoods that have streetlights shot out by the criminal element(s) in those areas because they want to conduct "business" under the cloak of darkness. The power company fixes them and a day later they are shot out again. Eventually the power company just puts those lights at the bottom of the list to be repaired until a major situation/crim occurs and they come out and put some protective device or cage around the light.
