PPRN recommendation makes obtaining title possible

This is good. This was one of the reason for the protest last December.

I posted a link to a different story regarding this last week. Another important change is being able to re-build within the 50 meter zone. It's a shame that the protest had to happen to bring this about, but glad to hear the French state finally listened.
