Residents of Beacon Hill still waiting for permit

I didn't realize the security there was technically not legally authorized. And it surely would be nice if they could fix "Lake Beacon Hill".

Seems to me that the residents are doing everything as it should be done. Perhaps Minister Doran has not been given the handshake with the bribe that is sometimes required to get things done on that island. It is such a shame that this kind of thing is allowed to go on. How long does it take to sign a permit?? Surely not 14 months.
