Daily Herald: "The court in Marigot on Thursday handed Louis Raymond Mussington, the proprietor of the former Chez Raymond on Baie Rouge, a three-month suspended prison sentence and two fines of 15,000 euros and 10,000 euros, the latter payable as damages to Terres Basses Owner’s Association, Association Syndicale Libre (ASL). Mussington’s daughter, Tatiana, also received a three-month suspended prison sentence and a 5,000-euro fine. The fines for Louis Mussington exceeded the demand of 15,000 euros made by the Vice-Prosecutor."

I wish they were comparatively strict on violent crime.

No disagreement here.

The name "Mussington" is well known on Anguilla, not sure if it is also local to SXM or not. It appears the French government may be using the aftermath of the hurricane to deal with as many illegal situations as possible. No permit (or proper payoff), no business.

In talking to a resident/local, they indicate the French side would like to do away with as many "local" businesses as possible and have French Nationals running the show.

Yes, seems they are referring to them as "metropolitans".

In business for 30 years and now the fine and penalty happens??? Why??? Back in my SXM days I loved, loved, loved Chez Raymond for the food, drinks, location and service. It was easily my favorite beach bar on the island. Sort of impossible to understand why something this simple couldn't have been fixed from Day 1.

Kind of like with Lee's and many other things that seem to be tolerated for long periods of time. It does make one wonder if it is truly a legal/permit thing of IF perhaps payoffs have stopped? Someone else with government connections wants the concession?? While I am not a fan of not doing things in the proper and legal manner, this does raise some eyebrows if it were allowed to go on for 30 years.
