I know where the jail is on the Dutch side(Point Blanche) but is there a jail on the French side?

Embarrassingly...it took me years to figure out why so many people were "on vacation in Guadeloupe" and never seamed to be around on my following trip.
And then, two years ago I drove by the Guadeloupe "vacation hall." 2nd wave of embarrassment felt...lol.
