Implementation is held back by Sint Maarten by Sarah Wescot-Williams. S.Wescot said that implementation will harm tourist interests. The treaty was to be implemented on 1 April 2009, but it was postponed as the working group was still not installed. The treaty had yet to be implemented as of early 2016. The Sint Maarten government reported in January 2016 that a joint committee had been meeting, and that there was "steady progress" toward its implementation.

Not true! Sint Maarten never implemented the Franco Dutch treaty and wanted autonomy. The border can not be controlled by the DUTCH only the Sint Maarten Police under the Sint Maarten Minister of Justice. That is why the border was blocked by the SXM police with 40 foot containers. William Marlin's Cabinet includes Minister of Justice.

"Steady progress" for almost nine years now, and still no ACTUAL progress. Yep. Sounds like government in action.

Or is that government inaction?
