we just tried to rent a car on anguilla and were told we cannot as once we arrive on jan. 19 we have to quarantine for 14 days which is the entire time of our stay
i guess we missed something on the guidelines for entering anguilla
anyone know what the protocol is for anguilla

Uhmn, it's been the policy since they reopened==14 day quarantine for ANYONE who enters.

Carol is correct - the protocol hasn't changed since they opened - mandatory 14 day quarantine from high risk countries (10 for low). BUT. Lots of people are on Anguilla now in the quarantine bubble and looking at their pictures and experiences, you wouldn't know it. Your concierge can arrange visits to different beaches, restaurants, islands, etc, once your initial test comes back negative. https://ivisitanguilla.com/escape/apply. From the site:

Staying in Anguilla:

Remain quarantined at your approved location for at least 10 days.
Undergo regular health monitoring.
Obtain a negative PCR COVID-19 test to be released from quarantine.
The use of rental vehicles is prohibited until after persons are medically cleared by a negative PCR test result at the end of the quarantine period.
