I wouldn't worry too much. This sounds like a typical BVI reaction to a report they received. There will be much debate, 2 or 3 $million+ consulting studies, a quick failed implementation in a few years, and an even quicker rescinding of the order. We're living this dream everyday here with reactions to COVID, new documentation requirements, etc...

Great. No anchoring and no driving in the dark. What are you supposed to do if there are no balls and no time to try elsewhere?

Well, this just seems dumb. Why not instead just issue hefty fines for people who anchor in illegal areas? Drive some revenue for the government and also solve the problem.

Just another reason cruising sailors will continue to avoid the BVI's like the plague. Customs/Immigration was the other reason and even that has not been fixed as yet. So sad.

The charter boats can save on Rode, Chain and anchors! and even Windlasses! - they won't even have to put them on the boat

And no more calls back to base asking for more anchors because we used both of the ones that were on board already.

I predict rafting on moorings to become the new normal. Plus overnighting on national park moorings. Gotta do what you gotta do.

Eliminating anchoring in islands where boating is a large source of income shows the lower double digit IQ of the government

Rafting is bad enough at the best of times but with the advent of ever larger catamarans just how much are those moorings expected to hold?

Maybe it’s time to make mooring balls more plentiful and get rid of boatyball.

Could you imagine no anchoring and control of most balls in the hands of a foreign corp?
