The bar at the Tortuga Restaurant at the Royal Islander has a happy hour from 3-5 pm everyday. The bar at the lobby inside the Royal Islander has a happy hour from 5-6 pm everyday.
Topper's on Welfare Road (not too far from the airport - across the drawbridge on the right) has a BOGO happy hour. Fun place, good appetizers and lots of fun people-watching especially if the cruisers are on their way back to the boat.
They aren't the closest bars to Beacon Hill, but probably my two best recommendations would be the Yacht Club (great view of the bridge and passing yachts!!), 2 for 1 drinks (unless it's during Regatta) and the Greenhouse. GH has 2 for 1 drinks, and reduced price appetizers. Enjoy!
Closest to you is Taco Macho and Marty's Dream which I believe have HH. Sunset Bar & Grill which may now be called Maho beach bar has a HH. As Carol mentioned most restaurants have a HH starting at either 3 or 4p, end times vary as does offerings.
Aside from 3 Amigos in Maho I'm unaware of any others? We don't hang out in Maho often so perhaps others can chime in on that area.
Pat's Roadhouse in front of Boathouse has daily HH and very reasonably priced tapas.

Anse Marcel is quite isolated and very few restaurants there. If you have a car perhaps someone knows if any places in Orient have Happy Hour. One the road to Pinel ferry (over the hill from where you are staying) there are a few small places to eat but not sure if they have HH.

I agree, but I'm not sure it's a good idea to be indulging in Happy Hour, and then driving back over the hill to Anse Marcel.

How true. Never a good idea anywhere and especially NOT in SXM. I guess I just thought about drinks being less expensive and one before dinner would be ok. <img src="http://www.traveltalkonline.com/forums/images/graemlins/duh.gif" alt="" />what was I thinking!
Drinks are pretty cheap on SXM. So you really do not need happy hours. Its hard to beat the Driftwood Boat Bar at the end of the runway on the Maho side. Its also close to Beacon Hill. Pizzas are also great.
While bottles of alcohol are cheap compared to the states the same can't be said for cocktails on the island. Example: Malibu Rum was $12.99 at airport (typically higher than other parts of island) while the same bottle was $28.99 in my local liquor store. Finlandia Vodka cost us $11.99 but is twice the price here in NY.
Cocktails at restaurants/bars are not cheap considering most cocktails, wine are $8 and higher. Two for one and happy hour does in most cases significantly reduce the price of a drink.
Yellow Sub on Orient offers Happy Hour as does Dinghy Dock in Oyster Pond which are closest to your area. Oyster Pond is by no means close. I haven't stayed in Grand Case in years so don't know if Blue Martini or others offer happy hour.
