US Bank offers to finance PJIA

Somebody smarter than I am needs to explain this whole situation. Are they turning down the money from the World Bank??

If my memory serves me right, earlier this week the World Bank threatened to pull the promised financing if the PJIA holding company removes Brian Mingo, the airports chief operating officer, from his position. They had asked him to resign and he refused.
