I seriously don't understand the last sentence of that newspaper story. What does that mean?

It's due to poor or rather NO communication to time share owners. In other words, they don't exist. Just go away and let me redesign my 'hotel'. So who organized TOCA and how does one contact them?

Not sure who organized it, but should be able to contact the attorney referred to in the story to join.
