From that picture my guess would be some kind of Stonefish.

When they’re around forget about fishing, they’ll swallow the bait the minute it hits the water and when released he’ll do it again and again. They hang around under and attached to your hull waiting for a shark,ray or large turtle to attach to.

Fran is correct. Specifically, a "shark-sucker remora"
