STT to Ferry Taxi fare?

Has anyone ever noticed that the posted base taxi fare from STT to Blyden Terminal is $7 for the first passenger and $6 for the second. NOT $10?

Maybe the Taxi drivers are adding in a "service charge " like the restaurants?

Is there a price for each bag?
