Is it possible to anchor in Caneel Bay and/or are there mooring balls.

There are quite a few NPS mooring balls at both Scott Beach and Honeymoon Beach that bracket the Caneel Ferry channel.

Also the NPS requires boats under 65' to use the moorings unless they're all taken.

And if they are all taken, you must anchor behind the mooring field...

I never heard of an "unless" rule in STJ mooring and it's 60'

none, anchoring is not allowed in the national park area, which is clearly defined in their map

Not entirely true.
"Mariners must use moorings in park
waters if they are available and the vessel is
appropriately sized. If all moorings in a bay are
occupied, anchoring is permitted following NPS
guidelines."

That would be two hundred feet to seaward of the mooring field and only in sand, in the north shore bays. South shore bays, no anchoring unless your vessel is 16 ft or less. <img src="http://www.traveltalkonline.com/forums/images/graemlins/Kiss.gif" alt="" />

If you are outside the NPS boundaries on the South side there are some nice anchorages available.
