As far as I know, Anguilla is still requiring a quarantine of either 10 or 14 days after you arrive, so yes, you could probably go and stay for a couple weeks at your hotel, but not otherwise.

Application to visit Anguilla Ferries are not running from Marigot, they leave from across the street from the airport.
