Highly unlikely, since his Boeing landed in Moscow on Saturday and he has been asked by the Ukrainians to represent them during the negotiations with Russia.

The boat was moored and he opened 3 valves. The boat did not sink but took on some water. The picture showed in the tweet was not correct. The right picture is below.
