Flew Cape Air, Silver and ICA in the last Month. All were good.

If we have a six hour layover in SJU, with current restrictions, AND we probably need to collect bags and re-check in to a different airline (not a code share) is that enough time to leave the airport and go do anything in San Juan?

You'll have to complete the PR Portal if you want to leave legally

There is a great wine bar with good Puerto Rican food at the beginning of Concourse B; across from Margaritaville. I can waste a few hours there without any issue.

...and the place across from Margaritaville I think has a nice selection of tapas dishes.
