USVI or BVI - based on 2 criteria

Have chartered many times in BVI but since last 2 hurricanes have been disappointed in snorkeling. We now prefer St Vincent area but planning trip in mid-May with newbies and the open water sails we think are too challenging for them. Assuming boat options are similar wondering how crowded/available mooring balls are in USVI vs BVI ( have used Boatyball some, open mooring balls some and anchored some in BVI) and since we have never snorkeled in USVI how does that compare on average to USVI now (Chimney, Disappearing Rock, The Indians for example.) Either choice we plan to be somewhere else each day for lunch and dinner stops on the boat and snorkeling each place; and beach bars are also tops on the list.

Snorkeling in the BVI has bounced back post-Irma...esp the last two seasons.
