I watched again. In fairness to Stephanie, the caption on the video itself says "Virgin Islands", while the headline in the accompanying blurb says "US Virgin Islands." As Manpot says, sloppy for sure, but not deceitful. All in all, it is a pretty positive story considering everything else that is going on in the world.

Turns out there are at least three versions of Ms. Ruhle's footage, ostensibly made while she was on vacation with her family. In addition to the OP's link to the short version included in Lester Holt's nightly news, there is this slightly longer (2 minute) MSNBC version:
