At the Flamingo and Royal Palm the 15% is charged to cover Pool, Wifi and housekeeping. Something owners don't have to pay but RCI, II and renters do. SO an exchange (RCI or II) person pays 15% of what? There is no charge for the room other than the TS tax of $50. Renters I understand.
