Why would the captain be concerned about leaving at 3 PM. I have sailed many times through the BVI at midnight No problem. That's what GPS is for. He said the water tanks were being filled at 3pm which would mean they probably couldn’t leave them the dock till about 3:45 to 4 PM. Without decent lighting pulling into a crowded anchorage even with the help of GPS could be a hassle especially if its blowing.
