Sailing underway up Drakes Passage Channel there are no worries about 'entering' USVI waters - Unless you stop at a STJ bay. As mentioned it’s completely ok to sail in US waters. You just can’t anchor or pick up a Moorings even for a minute. I believe the term is right of innocent passage. G
