Carol: Because this is where your tax dollars go for vacation- they get federal money for everything. I'm sure the ferries are through some sort of transportation fund, the roads are paid for through federal highway money. The ferry companies have some sort of deal to use/lease the boats. As to water taxis, yes, the taxi union has fought the concept tooth and nail for years, so there must have been some sort of deal cut with them.
