As already stated, the airline staff in some cases are clueless. They have the forms so they give them out.

The question maybe should be, did anyone get asked for them by the C & I people on SXM? When the paperless change-over first took place we were given the immigration form and I think it may have been an arriving AA flight yet when I tried to hand it off at immigration the agent smiled, rolled her eyes, and told me they were no longer necessary.
