Interesting - I've always had to provide an outbound clearance when clearing in to the USVI. Always, without exception. The only exception that I know of are the French territories, where they nominally require one but never check while clearing. I have been boarded twice in the French Islands and the customs officers ALWAYS demanded both my inbound clearance papers and previous outbound papers.
