More testing will obviously increase the numbers...both positive and negative. It's the percentage of positive cases that is important....and "believing the cases are declining" doesn't mean they are. Anyone can look at data and actually see what the facts are...no need to believe anything.
Cases ARE declining in many areas that are responsibly trying to prevent the spread. Now we just have to convince the below 40 crowd that they are in the highest increase group.
