We staying in Negril a few years back and took a trip out to Booby Cay. Plenty of people up and down the beach can take you out there. We paid $40 each plus tip. They took us out snorkeling first. While we were snorkeling, one of the crew was spear fishing on the reef and caught several fish. Then we went to the island where there was a clearing. They made a fire and grilled the fish they had caught and some corn and other vegetables. What was most fun was that the clearing had a big sign that said "No Landing on Island, No Open Fires, and No Spearfishing on the Reef".
I've always said that they could solve the Lionfish problem by putting up signs all over Jamaica that say "Don't catch or eat the Lionfish."
