JD, I fully agree that the SXM Government has handled the situation abysmally. The frequent changes and the conflicting government website discourage tourism. Nevertheless, we did persevere for several reasons. Yes it cost us more ($15 each for tests and a couple of hundred for medical travel and evacuation insurance), there was quite a bit of angst waiting for test results and approvals, but everything went much better and quicker then expected, and so far the experience has been quite different but on the whole we are very glad we came and are thoroughly enjoying ourselves.
