I would say since the new requirements came out on the 15th, the only way you can get in as a foreign-flagged vessel is to either get your own 3 months a time Trade License and work permits, put in all the information they want, AND deal with even more departments. This will not be a quick process OR you can go under one of the local "charter agents" year-round and become home-based. Skipping the Trade License process ( as you are going underneath theirs) but still having to provide a lot of information, make sure your boat has a proper safety certificate they will accept and get work permits.
There is no other way on this version of rules. The last version lasted 6 weeks before they changed it. Incredible chaos for everyone right now. This version DOES make it easier in the regard they have totally spelled out that foreign Flagged boats are NOT getting in without being under or obtaining a local trade license. Full Stop.
