Yes it does get confusing! I know while wintering there for years we had to change the prefix because Mexico has its own “800” numbering system… (800 —> 880 for example)…

And at one time, when dialing a Mexican cell phone you needed to add a “1” (52 1 984…). I believe that changed in 2019, along with dialing the “01” and “001” country codes, which I’m still not sure about…

This is an example we went by that seemed to work -
800 numbers: Dial 001-880 -then the number
• 866 numbers: Dial 001-883 -then the number
• 877 numbers: Dial 001-882 -then the number
• 888 numbers: Dial 001-881 -then the number.

So try the country code first that Adventure Addict recommended, and if no luck change the prefix number as suggested…
