The beauty of blind creek is it is beautiful and free. Most don't want to relax on the beach to come out to a ticket.
If you are going to make the effort, plan to go early and spend some time.
I personally would like to see parking allowed on the west side of A1A. Reduce the speed for a mile.
People have always parked on both sides when the lot overflowed and I don’t remember worrying about a ticket.
