Planes that are not borderline for the range and load can't land at EIS. There are certainly issues... we flew home just a few days ago and since there was weather over Tortola, our flight first diverted to PR after approaching Tortola. Presumably it refueled there, then attempted again and ended up circling in the pattern for a full hour waiting for the runway to dry. Finally landed (to cheers from the waiting passengers), and we made it to MIA, albeit too late for our connecting flight.
