It is extremely disquieting to the locals. Having lunch at Stanley's in CGB once there was a 60+ woman sunbathing topless right in front. Two policemen standing on the steps. Senior policeman prodding the younger one to go tell her to cover up but the young one was having no part of it. I finally went out and called her attention to the two cops and suggested she cover up.
