Years ago, traveling through SJU, I used to sometimes be on a section of the ramp where I could see luggage on an airside conveyer belt, moving at a slow speed. There was a handler with a dog, with the dog walking on the luggage, against the flow. The pooch had a few seconds to sniff each and every bag.
