Does anyone know if a sunset sail on Tortola for a family of 4?

I don't know of any 'daysail' boats that have a regularly scheduled sunset sail.

But...why don't you contact the Charter Yacht Society:

I'm sure there are plenty of crewed charter yachts who would be willing to accomodate your family.

Just looked at the web site and realised that the skipper is the amazing Sam Welch who many of you will know from TMM.

I don't think there's any risk of you getting bored on a trip with all the stories of the BVI that Sam can tell!
