Where is the proposed tunnel to be built if and when? I remember been being very skeptical back when a causeway was proposed and a new airport and bingo they both happened? Are they selling their souls to the Chinese?

Just so everyone knows what this is about, here is the Daily Herald article. Back in 2012, it was proposed to build a tunnel running from the entrance near Port-de-Plaisance into the hill in Cole Bay and coming out in St Peters. The article is here. Who knows if this will ever come to fruition.

Did I understand the article? Sounds like the Chinese are willing to build this at no cost to St. Maarten but they will maintain ownership and have the right to impose, collect and retain fees for usage.?
So! if I actually understood the gist of the article, that sure sounds like a deal, doesn't it? They built a tunnel in Acapulco an buried many people in it after major flooding!
