Different (if any) laws or regulations than is the US or your state. Most places in my area will NOT refill if expired but they will inspect and re-certify if possible. ARTICLE

Article I read said they were filling a small bottle and that is what exploded. Was article wrong? News sometimes get it wrong. I doubt a restaurant would use a #20 propane tank.
