I occasionally smoke cigars on a Caribbean vacation. I like to find a secluded area where my fumes wont offend others, usually walking along a beach. However, I've read that France is imposing smoking restrictions in their country as well as in their territories, including St. Martin. Does anyone have an update on local reaction or restrictions that might be or are already in effect on the French side of SXM?

Not sure on the law for vaping,

but at dinner two nights ago server asked if we mind a table near us smoked.

We said yes and customer seemed annoyed.
He did leave the dinning room to smoke a cigarette but dude vape at the table along with another table vaping

The taping did not bother us, but the poor guests probably couldn't taste how wonderful the food was.

Obviously the smoking guests were French

I also enjoy a beachside cigar. As mentioned be aware of your surroundings so as not to cause friction. Also a stroll along the waters edge helps as the smoke will blow out to sea.

I, too, enjoy a cigar and the occasional cigarette when I'm drinking but the idea of lighting up near where other people are dining is absurd. If the guy was French he's not only a jackass but presumptous.
France has implemented strict smoking laws, including a ban on smoking in all enclosed public places such as offices, schools, and restaurants since 2007. Recently, as of July 1, 2025, smoking is also prohibited in outdoor areas frequented by children, including beaches, parks, and near schools. Why people think it's acceptable to do things on vacation that they wouldn't at home is bizarre.

I don't speak French at home but think it no so bizarre to do so in St. Martin (badly).
Home or vacation, I smoke a cigar when walking the neighborhood, beaches and parks (unless posted otherwise), with caution to avoid other peoples' airspace. Not so bizarre as long as there are no laws being broken.
My question relates to recent changes in French law and to what extent, if any, there may be enforcement consequences in St. Martín.

What does it matter what the consequences and enforcement are? The Law is pretty self explanatory.
