Baie Rouge is on our list to visit this yr

I had directions but can't find them. From the map - assuming coming from Marigot, the entrance road runs south just after Sandy Ground Rd takes the hard left west and becomes Terre Basse Rd. Will there be a gate, sign?
What about parking and beach bar[s] and chairs or do we bring our own

Yes, there is a sign and some parking available. You can rent chairs or bring your own if you prefer.

Your directions are correct. If you get to Terres Basses, you've gone too far. The entrance and parking lot can be quite bumpy at times. And don't be intimidated by the guys who hang out in the parking lot - they will help you park and will offer to rent you chairs. Tip them well and they will keep an eye on your car to make sure it's not broken into or stolen.
