Keep in mind the cruise ship passengers are only there for about 4 hours. They are not accommodating them with rooms. Besides the Sports bar and restaurant (La Patrona) have been open for some time. Simply opening the beach and one of the pools for a couple hours is smart. It provides some jobs and a soft re-opening for the resort services. You can easily see from the webcams that the Flamboyant building is till getting a roof, and the Villas building still has scaffolding and that pool is still closed.
