You would first have to check out of the BVI, then check into the USVI and and then check out of the USVI and check back into the BVI if it’s not a US flagged vessel.

I believe you can check in and out for the USVI in one visit if your intended stay is short....like 3 days or something like that.

However I wouldn't do that until the BVI border is open. We transited from Jost to Norman yesterday and had to get clearance to do so as we were outside the BVI exclusion zone.
