Not sure what you mean by "complete the GE app," but I returned from SXM via MIA on 21 May 2025, and GE was a breeze (and I did not "complete the app").
I followed the signs to GE, stepped up to the kiosk, and facial recognition was auto-initiated. Face scanned, green light, and off I went. I stopped walking for about 10 seconds, and my passport stayed in my pocket. Walked right on through to the TSA screening (carry-on bags only for me).
Not hard to figure out that I'm a fan of Global Entry.
