Actually, that discussion is about the RCCL development near the existing cruise pier in Philipsburg, although there is a mention of the Simpson Bay pier in the thread. I'm not sure there's been much discussion here about the proposed pier in Simpson Bay, although I do remember reading something about it here a while back.
