We've been in and out of St John a bunch of times and only saw this the last time we cleared in. I asked about it and was told it had been in place "for some time now", guess I managed to time my arrival with their lunch break. Some suggested tying off at the NPS dock across from Customs and walking around - not that I'm recommending this....
