For what it is worth son, D-I-L and 12yo granddaughter traveled to the Caribbean with GD's friend last summer. In addition to the friend's passport they carried a noterized letter signed by the friend's parent granting permission for the child to travel out of the country and giving them ability to act in the event of a medical emergency.
No one at the airline or at customs & immigration asked for or looked at the letter.
