I saw that story earlier. Marine Traffic still shows Aida Diva docked in SXM, and there's a cruise ship on the port webcam.

They were authorized to refuel , perhaps since today was the planned arrival that the ship simply docked and sat
With everyone remaining on board . But who knows for sure .

According to what the article says now, the port allowed the ship to dock despite the Prime Ministers order. Whether that was due to a miscommunication or they just ignored the order is not said in the post. Again the PM ordered the port to send the ship away. It was after that that the ship requested and received permission to refuel.

This incident had more to do with Health Declarations for the ship not being delivered in a timely manner. The ship should show no sickness on board and send a Health Declaration to SXM six hours before arriving. The Health Declaration was not complete and was sent again at 2am which is not in a timely manner.
