Several of the quarantine sites have mooring balls: Benures 14, Soldier 4, PI Great Harbor a whole bunch, etc.

Thank you everyone, so my understanding is that we can go to great harbor on PI - can get a ball but won't be getting off the boat. That's great, not the end of the world to spend 5 days there 😊 There are way more options than just Great Harbor. Benures Bay is beautiful and there are about 14 balls here. Soldier Bay next door has about 4 balls. I’ll know more on the mooring ball situation in the coming days as we travel around but don’t limit yourself to 1 anchorage unless you want to.
